From June 1st, the administrative licensing of special equipment will usher in important changes

According to the "Notice on Matters Concerning Administrative Licensing of Special Equipment" issued by the State Administration for Market Regulation, from June 1, 2022, all licensing applications, acceptance and issuance of licenses shall be implemented in accordance with the new licensing requirements.
The market supervision bureaus (departments and commissions) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, relevant units:
The "Announcement of the State Administration for Market Regulation on Matters Concerning Administrative Licensing of Special Equipment" (No. 41 of 2021) puts forward new requirements for the reform of administrative licensing of special equipment production and filling units (hereinafter referred to as the new licensing requirements), which will be announced in June 2022. Implemented from the 1st of the month. In order to do a good job in the connection of special equipment administrative licensing, the relevant matters are hereby notified as follows:
1. About the transition between the implementation of the old and new production licenses
1. Applications after the implementation of the new licensing requirements. From June 1, 2022, all license applications, acceptance and issuance of licenses shall be implemented in accordance with the new license requirements. The same unit applying for licenses of different product categories (or different links) shall apply to the licensing authorities specified in the new licensing requirements respectively.
2. Production unit license. The license for special equipment production and filling units issued before May 31, 2022 (including May 31, the same below) will continue to be valid within the original license scope and validity period.
3. Permission matters that have been accepted. For the licensing matters that have been accepted before May 31, 2022, the accepting authority shall complete the relevant licensing work according to the requirements and time limit, and issue the license according to the corresponding new licensing level items in the "Correspondence Table of Licensed Items for New and Old Production Units" (see Annex 1).
4. Unaccepted licensing matters. For licensing matters that have been submitted before May 31, 2022 but were not accepted because they did not meet the acceptance conditions, and the licensing enforcement authority has changed, the applicant unit should re-apply to the new licensing authority after June 1, 2022.
5. Permission Changes. After June 1, 2022, for items that require on-site confirmation, such as adding items or changing the manufacturing address or filling address, a license shall be issued in accordance with the corresponding new license level item. For the licensing projects that were originally implemented by the General Administration and implemented by the provincial market supervision department according to the new licensing requirements, the applicant shall submit an application to the provincial market supervision department, and after obtaining the new certificate, apply to the General Administration to cancel the original certificate or the corresponding licensing project. Changes that do not require on-site confirmation, such as the name, domicile, and office address of the applicant unit, shall be implemented by the original license-issuing authority, and the original license items, license level and license scope shall remain unchanged.
2. About self-declaration and commitment renewal
6. Requirement to allow applications for self-declaration commitment renewal. The production unit can apply for a self-declaration commitment to renew the license six months before the expiration of its license (and not more than 12 months). Units under any of the following circumstances cannot apply for self-declaration and commitment to renew the certificate: those who have been subject to administrative penalties related to special equipment within this licensing period; those whose products have a special equipment accident or are under investigation and handling of special equipment accidents within this licensing period; supervision and spot checks Those who found problems in the process were notified by the issuing authority for criticism or required rectification; those who evaded manufacturing supervision and inspection or installation supervision and inspection; the production performance within the scope of this license period did not meet the number of licenses; the report or complaint was under investigation ; the license held is renewed with a self-declared commitment.
7. Self-assessment requirements for self-declaration and commitment to recertify. The unit that makes a self-declaration and promises to replace the license shall conduct a self-assessment according to the requirements of the license conditions. Only those who meet the license requirements and make a self-commitment can apply. The specific requirements for the self-assessment of the SAIC responsible for the implementation of licensed projects can be downloaded from the SAFE Special Equipment Administrative Licensing webpage, and each provincial market supervision department can refer to the formulation of the self-assessment requirements for the implementation of licensed projects at the same level.
3. Other licensing requirements

13. Type test report and type test certificate. The special equipment type test report and type test certificate shall be uploaded by the type test institution to the national special equipment type test publicity platform (http://cnse.samr.gov.cn) for publicity.
14. License for imported pressure piping components.
15. Electromechanical special equipment and its components and safety protection devices. Special mechanical and electrical equipment, as well as elevators, hoisting machinery, passenger ropeway components and safety protection devices, etc., are no longer subject to type test filing, and the production unit shall carry out corresponding production activities within the scope determined by the type test report and type test certificate.
16. Operator certificate. The old version of the certificate for operators issued before June 1, 2019 is still valid within the validity period, and the new version of the certificate should be replaced during the review. The certificate-issuing authority shall convert and issue the certificate with reference to the "Corresponding Form for the Renewal of Certificates for Special Equipment Operators" (see Annex 2), and shall not re-issue the certificate for the cancelled operation items.
17. The personnel certification information is summarized and uploaded. In order to facilitate the cross-province issuance of certificates for special equipment operators and non-destructive testing personnel across the country, each provincial market supervision department shall be responsible for timely summarizing and uploading relevant information on special equipment operators and non-destructive testing personnel licensed by the local licensing authority to the General Administration of Special Equipment. 18. Matters that do not require permission.
